Texas IVSS Replaced VINE
Texas replaced its county VINE service with Texas IVSS-Counties on September 1, 2025. The Texas Attorney General explains that existing VINE registrations moved to the new system. Phone and text notices continued under the new provider, while an initial portal login could require a password update. Current Zavala County search and registration directions must therefore lead to IVSS-Counties, not to an old VINELink screen or retired telephone flow.
This migration matters because older brochures and saved instructions still rank in searches. They may tell a user to choose a four-digit PIN and acknowledge a call with that PIN. Those steps describe the former system only. A present-day user should follow the options shown by IVSS-Counties. The Texas Attorney General notification page is the official source for the transition.
Note: An older VINE registration may have migrated, but users should verify their contact details and current alert settings in IVSS.
Search Zavala County IVSS Records
IVSS is designed for a specific-person check, not a general list of everyone released from Zavala County Jail. Begin with identity. Use the full or partial name, DOC ID, SID, jail ID, or permanent booking number. For a broad name search, the portal recommends entering the first three letters of both the first and last names. That approach can account for spelling differences, but it may return several people. Never merge records based on a similar name alone.
Compare every available identifier and custody agency. A SID or booking number is stronger than an age estimate. If a name uses two surnames, a suffix, or a different order, try controlled variations and record which entry matched. Then open View Details and read the status or event wording as written. Do not translate a disappearance into “released” without checking the custodian.

- Enter a known ID, or start with the first three letters of the first and last names.
- Review all possible matches and compare SID, jail ID, permanent booking number, and reporting agency.
- Open View Details for the correct person and note the exact event, status, agency, and update shown.

What Zavala IVSS Results Show
IVSS-Counties can cover people in custody or under supervision when participating data are available. Alerts may concern a booking, release, court-event change, death, escape, or transfer to TDCJ. The result is an informational aid. It may not contain the booking-and-release sheet, transfer order, receiving-agency field, or signed court instrument needed to prove precisely how Zavala County custody ended.
A person who is no longer in custody may disappear from the result set. That can reflect release, transfer, data timing, spelling, nonparticipation, or removal of an out-of-custody record. The safest interpretation is narrow: describe what the portal displayed on the date checked, then ask the jail or other custodian for its own event record.

Register for Zavala Release Alerts
Registration begins from the matched person's result or details screen. IVSS-Counties permits search without registration, and notice may be requested with or without an account. The interface can offer text, voice call, and email. It may also provide preferences and blackout-hour controls. Choose a channel that can be monitored and keep the confirmation, especially when the event may occur with little advance notice.
An alert is a prompt to verify, not final proof. A Zavala County jail release notice may reflect community departure or transfer to TDCJ, another jail, USMS, or ICE. Ask the reporting agency for the release or transfer timestamp, disposition, and receiving agency. If the person disappears from search, keep the notification registration. IVSS states that it can become active again if the person returns to custody.
- Open the correct matched record and select the notification or registration option.
- Choose text, voice call, email, or the combination offered for that record.
- Enter and confirm the destination details requested by the current interface.
- Set alert preferences and blackout hours if those controls appear.
- Save the confirmation and keep the registration even if the person later vanishes from search.
- When a notice arrives, contact the reporting jail, court, or TDCJ office for the official event record.
IVSS-Counties support is available at 866-268-8959 at all hours. Support can help with the portal or registration. It cannot replace an agency's release or transfer document.
Zavala County and TDCJ IVSS
Texas uses two distinct notification paths. IVSS-Counties covers participating county and court events. A Zavala County Jail booking or release inquiry begins there if local data are present. A person serving a state sentence belongs to the separate TDCJ IVSS portal and TDCJ Victim Services. A county subscription should not be assumed to include each state-prison event after a transfer.
TDCJ notification may use letter, email, text, and in some cases phone, based on the registration and event. TDCJ Victim Services lists 800-848-4284 and victim.svc@tdcj.texas.gov. Registration information is confidential. A live TDCJ Inmate Search result can show current facility, offenses, projected release date, and parole-review information, but the search excludes people who are no longer incarcerated in a TDCJ facility. State IVSS notice and TDCJ records are therefore more useful after departure.

Confirm Zavala Release Events
A release alert answers less than it may seem. It can indicate that a system received a custody change, but it may not show whether the person walked into the community, entered parole, transferred to another county, entered TDCJ, or moved to federal or immigration custody. For Zavala County Jail, use the official page for Sheriff Eusevio Salinas to confirm the jail and sheriff lines. Then request the existing booking-and-release sheet, jail-register entry, and release or transfer order.
The written county Open Records route uses a “Public Information Request” sent to judge@zavalacounty.gov or mailed to Attention: Open Records, 200 E. Uvalde St., Suite 9, Crystal City, TX 78839. Identify the full booked name, approximate booking range, and booking number if known. Ask for the release or transfer date and time, disposition, charges, bond disposition, court or cause number, and receiving agency. Legacy VINE PINs Are Historical
Before the Texas migration, the archived VINE process asked a registrant to select a four-digit PIN for phone alerts. During an automated call, entering the PIN followed by the number sign acknowledged the notice and stopped repeat calls. Unanswered calls could repeat for a limited period. These facts may help someone understand an old brochure, a saved registration, or a reference to VINELink.
They are not the current registration steps. New county registrations belong in IVSS-Counties, and users should follow the confirmation method presented by that portal. Do not create a new four-digit PIN merely because an archived Texas VINE brochure mentions one. If a migrated registration is unclear, use current IVSS support and verify which channels remain active.
Old directions also used a former VINE telephone number and the VINELink brand. Keeping that history labeled prevents an obsolete workflow from displacing the live Texas service. The date of the migration is the dividing line: current work uses IVSS, while VINE PIN instructions explain pre-transition material only.
Note: A legacy PIN acknowledged a former VINE phone call; it was never an official release-record identifier.
Zavala IVSS Limits and Federal Cases
IVSS does not combine every custody system. A person transferred from Zavala County Jail to federal or immigration custody requires a separate branch. The BOP Inmate Locator can show a federal release date or a status such as Released or Not in BOP Custody. That wording proves departure from BOP only. It does not rule out state, local, immigration custody, or a separate term of federal supervision.
ICE's Online Detainee Locator System covers current detainees and people released from ICE custody within the prior 60 days. It uses an exact nine-digit A-number plus country of birth, or exact name plus country of birth. A missing result after the window is not historical proof. USMS has no public released-person locator, so a federal court docket and a focused agency records request may be needed for a pretrial custody history.
Portal data can lag, and participation can vary. Use IVSS for notice, not as a universal archive. County records prove Zavala jail events, TDCJ records prove state custody events, and federal or ICE systems address their own custody. The source for each event should confirm the date, type, and destination before any conclusion is drawn.
